আগামী অর্থবছরের প্রস্তাবিত বাজেটে আড়াই লাখ কোটি টাকা ঘাটতি মেটাতে ব্যাংক খাত থেকে যে পরিমাণ ঋণ নেওয়ার পরিকল্পনা করছে, তাতে বেসরকারি খাতের ঋণপ্রবাহে বাধা সৃষ্টির আশঙ্কা করছে ব্যবসায়ীদের শীর্ষ সংগঠন এফবিসিসিআই। তারা বাজেট ঘাটতি মেটাতে বৈদেশিক ঋণে জোর দেওয়ার অনুরোধ করেছে।

বেসরকারি খাতে ঋণপ্রবাহ কমলে তার প্রতিক্রিয়ায় বিনিয়োগ ও কর্মসংস্থানে বিরূপ প্রভাব পড়তে পারে বলেও মনে করছে তারা।

এই প্রভাব এড়াতে ভালো ভালো কোম্পানিকে পুঁজিবাজারে আসার পরামর্শ দিয়েছেন সংগঠনটির সভাপতি মাহবুবুল আলম।

প্রস্তাবিত বাজেট নিয়ে শনিবার ঢাকার মতিঝিলে এফবিসিসিআইয়ে বোর্ডরুমে সংবাদ সম্মেলন করে ব্যবসায়ীদের সংগঠনটি।

প্রস্তাবিত বাজেটে ২ লাখ ৫৬ হাজার কোটি টাকার ঘাটতি মেটাতে সরকারকে অভ্যন্তরীণ উৎস থেকে ১ লাখ ৬০ হাজার ৯০০ কোটি টাকা ঋণ নিতে হবে। এর মধ্যে ব্যাংক ব্যবস্থা থেকে ১ লাখ ৩৭ হাজার ৫০০ কোটি টাকা নেওয়ার পরিকল্পনা করেছেন অর্থমন্ত্রী আবুল হাসান মাহমুদ আলী।

ব্যাংক ব্যবস্থা থেকে এই ঋণের ফলে বেসরকারি খাতে ঋণপ্রবাহের সম্ভাব্য ক্ষতি তুলে ধরে এফবিসিসিআই সভাপতি লিখিত বক্তব্যে বলেন, “বাজেট ঘাটতি মেটাতে স্থানীয় ব্যাংক ব্যবস্থার পরিবর্তে যথাসম্ভব সুলভ সুদে ও সতর্কতার সঙ্গে বৈদেশিক উৎস হতে অর্থায়নের জন্য নজর দেয়া যেতে পারে।”

সাংবাদিকদের প্রশ্নে মাহবুবুল আলম বলেন, “ব্যাংকিং চ্যানেল থেকে সব দেশের সরকারই ঋণ নিয়ে থাকে। এ জন্য যে ব্যবসায়ীরা ঋণ পাবে না, বিষয়টি সে রকম নয়। তবে সরকার অতিরিক্ত ঋণ নিলে ব্যবসায়ীদের ঋণ পেতে কষ্ট হবে ।”

ব্যবসায়ীদের দীর্ঘমেয়াদি ঋণের জন্য পুঁজিবাজারে যাওয়ার পরামর্শ দিয়ে তিনি বলেন, “ভালো ভালো কোম্পানি পুঁজিবাজারে আসছে না। তবে আর্থিকভাবে লাভজনক নীতি নেওয়া হলে অনেক প্রতিষ্ঠানই পুঁজিবাজারে আসতে আগ্রহী হবে।

“যারা পুঁজিবাজারে আসবে তাদের জন্য বিশেষ ছাড়ও থাকতে হবে। বিদেশি যেসব প্রতিষ্ঠান এ দেশে ব্যবসা করছে তাদের যদি পুঁজিবাজারে আনা যায়, তাহলে আরো অনেক মানুষ পুঁজিবাজার নিয়ে আগ্রহী হবে। পুঁজিবাজার থেকে ব্যবসায়ে দীর্ঘমেয়াদি অর্থায়নও সম্ভব হবে। তাহলে দীর্ঘমেয়াদে ঋণ যেমন মিলবে একইভাবে দেশে শিল্পায়নও বাড়বে।”

‘অসৎ ব্যবসায়ীদের পক্ষে ওকালতি নয়’

খেলাপি ঋণ নিয়ে সাংবাদিকদের এক প্রশ্নে এফবিসিসিআই প্রধান বলেন, ‘আমরা সৎ ব্যবসায়ীদের পক্ষে, অসৎ ব্যবসায়ীদের পক্ষে এফবিসিসিআই কোনো ওকালতি কোনোদিন করেনি, করবেও না।

“এখন কথা হচ্ছে, কেউ যদি ইচ্ছাকৃত ঋণখেলাপি হয় সেটা এক জিনিস আর ব্যবসা করতে গিয়ে কেউ যদি ঋণখেলাপি হয়, সেটা আরেক জিনিস।”

একটা ব্যবসা বা গ্রুপ দাঁড় করানো সহজ নয় মন্তব্য করে মাহবুবুল বলেন, “একটি বড় ব্যবসায়িক গ্রুপ হতে কমপক্ষে ৫০-৬০ বছর লাগে। ব্যবসা করতে-করতে এক সময় ব্যবসাতে লস হতে পারে। একটা কোম্পানি বা দুইটা কোম্পানি ক্ষতিগ্রস্ত হয়ে যায়, তখন আমরা দেখি তার আরেকটা কোম্পানিকে (ঋণ দেওয়া) বন্ধ করে দিল। সে জন্য আমরা অনুরোধ করেছি যে আমার ১০টা কোম্পানি আছে, ব্যবসা করতে গিয়ে একটা কোম্পানি খেলাপি হয়ে গেল, ৯টা কোম্পানিকে যেন বাংলাদেশ ব্যাংক টাকা দিয়ে সাহায্য করে বা ব্যবসাটা করতে দেয়।”

ঋণ দেওয়ার পর সেসব ঋণের দেখভাল অনেক গুরুত্বপূর্ণ মন্তব্য করে তিনি বলেন, “যাকে ঋণ দিচ্ছেন তাকে ফলোআপ করতে হবে, যাতে সে ঋণখেলাপি না হয়। তার অর্থ স্থানান্তর করছে কিনা, সেটাও আপনাকে দেখতে হবে। এগুলো একটি মনিটরিং পলিসিতে আনতে হবে।

এক বছর খারাপ হলে সেই ব্যবসা একেবারেই খারাপ হয়ে যায় না মন্তব্য করে এফবিসিসিআই সভাপতি বলেন, “সে আবার ঘুরে দাঁড়াতে পারে। কিন্তু একেবারে মুখ ফিরিয়ে নিলে (ঋণ না দিলে) ওই কোম্পানি একেবারে ধ্বংস হয়ে যায়।”

মূলধনি যন্ত্রপাতি আমদানিতে শুল্কের বিরোধিতা

মূলধনি যন্ত্রপাতি আমদানিতে ১ শতাংশ শুল্ক আরোপের প্রস্তাবের যে প্রস্তাব অর্থমন্ত্রী করেছেন, তার বিরোধিতা করছে এফবিসিসিআই। তারা মনে করছে, অর্থনৈতিক অঞ্চল ও হাইটেক পার্কের প্রতিষ্ঠানের মূলধনি যন্ত্রপাতি ও নির্মাণ সামগ্রী আমদানিতে বিদ্যমান শূন্য শুল্ক আরও ৫ থেকে ১০ বছর বহাল রাখা দরকার।

প্রস্তাবিত বাজেট নিয়ে জাতীয় পার্টির একাংশের সভাপতি রওশন এরশাদ ‘ইতিবাচক’ মনোভাব দেখানোর পক্ষে অবস্থান নিলেও তার অনুসারী দলটির নির্বাহী চেয়ারম্যান কাজী ফিরোজ রশিদ সরকারের সামনে অনেক ‘সংকট’ দেখছেন।

শনিবার ঢাকার গুলশানে রওশন এরশাদের বাসভবনে দলটির প্রেসিডিয়ামের প্রথম বৈঠক হয়, যেখানে সূচনা বক্তব্য দিচ্ছিলেন তিনি। আর বৈঠকের পর বাজেট নিয়ে দলের আনুষ্ঠানিক প্রতিক্রিয়া দিয়েছেন ফিরোজ রশিদ।

বৃহস্পতিবার জাতীয় সংসদে ২০২৪-২৫ অর্থবছরের জন্য ৭ লাখ ৯৭ হাজার কোটি টাকার বাজেট প্রস্তাব করেন অর্থমন্ত্রী আবুল হাসান মাহমুদ আলী। দুদিন পর এ বিষয়ে রওশনপন্থি জাতীয় পার্টির বক্তব্য এল।

বৈঠকের শুরুতে গত সংসদের বিরোধীদলীয় নেতা বলেন, “এটি এ যাবৎ কালের মধ্যে সর্ববৃহৎ বাজেট। একে আমরা ‘ইতিবাচক’ দৃষ্টিকোণ থেকে দেখতে চাই। দেশকে এগিয়ে নেওয়ার জন্য বাজেটের আয়তন বড় করতেই হবে। হয়ত আগামীতে আমরা আরও বড় বাজেট দেখতে পাব।

“আমরা বিরোধী অবস্থানে আছি বলেই বিরোধিতার স্বার্থে একটা জাতীয় বাজেট পেশ হওয়ার পর তার বিরোধিতা করতে হবে- এ নীতিতে আমরা বিশ্বাসী নই। আমি বিশ্বাস করি, কোনো সরকারই দেশ ও জনগণের স্বার্থের পরিপন্থি কোনো বাজেট প্রণয়ন করে না। দেখতে হবে প্রণীত বাজেট বাস্তবায়নে সরকার দক্ষতার পরিচয় দিতে পারে কি না।”

বাজেটের সফল বাস্তবায়ন প্রত্যাশা করে দ্রব্যমূল্য নিয়ন্ত্রণ থেকে যে কোনো জাতীয় সমস্যা সম্মিলিতভাবে মোকাবেলায় সরকারের পাশে থাকার কথা বলেন রওশন।

“এই বাজেট প্রণয়নে আমি সরকারের আন্তরিকতার পরিচয় পেয়েছি। এর সফল বাস্তবায়ন হোক- আমরা সেটাই আশা করব। দেশ ও জনস্বার্থের কথা চিন্তা করে বাজেট বাস্তবায়নে আমাদের পরামর্শ সরকারের কাছে তুলে ধরব। আমরা জানি, বিশ্বব্যাপী দ্রব্যমূল্যের ঊর্ধ্বগতি রয়েছে। আমরাও সেই সমস্যা ভোগ করছি।

“দেশে ঘুষ-দুর্নীতি, বেকারত্ব, স্বাস্থ্যসেবা সমস্যা এবং পরিবেশগত বিপর্যয়ের মুখোমুখি আমাদের হতে হচ্ছে। এসব সমস্যা সম্মিলিতভাবে মোকাবেলা করতে হবে। যে কোনো জাতীয় সমস্যা সমাধানের জন্য সাহায্য চাইলে আমরা অবশ্যই আমাদের সাধ্যমতো সহযোগিতা করব।”

‘শাক দিয়ে মাছ ঢাকার চেষ্টা ’

বাজেট নিয়ে ইতিবাচক রওশনের বক্তব্যের মিল পাওয়া গেল না দলটির আনুষ্ঠানিক ব্রিফিংয়ে। প্রেসিডিয়ামের বৈঠক শেষে দলের পক্ষে কথা বলেন নির্বাহী চেয়ারম্যান কাজী ফিরোজ রশিদ।

তিনি বলেন, “প্রস্তাবিত বাজেট শাক দিয়ে মাছ ঢাকার চেষ্টা। দেশের সত্যিকারের অর্থনৈতিক চিত্রকে ঢাকার প্রবণতা রয়েছে এবারের বাজেটে।”

খেলাপি ঋণ, অর্থপাচার, মূল্যস্ফীতি, শেয়ারবাজার এবং বাজার সিন্ডিকেট নিয়ে শঙ্কা প্রকাশ করে এসব নিয়ে কথা বলার জন্য দেশে সত্যিকারের বিরোধী দলের অভাবের প্রসঙ্গ তোলেন ফিরোজ রশিদ।

“দেশে সত্যিকারের বিরোধী দল না থাকলে, সাধারণ মানুষের পক্ষে কথা বলার প্রতিনিধিত্বের অভাব দেখা দেয়। যে কাজ বিরোধী দলগুলোর করার কথা, তা কখনও কখনও সরকারি দলের সদস্যদের করতে দেখা যায়।

“ঋণের চাপে ব্যাংকগুলো দেউলিয়া হয়ে যাচ্ছে। আর সরকার অনুৎপাদন খাতের জন্য সরকারি-বেসরকারি ব্যাংকগুলো থেকে ঋণ নিচ্ছে। সে কারণে আগামীতে মারাত্মক হুমকির মুখে পড়বে আর্থিক প্রতিষ্ঠানগুলো।”

বৈঠকে কাজী মামুনূর রশিদ, কো-চেয়ারম্যান গোলাম সারোয়ার মিলন, সুনীল শুভ রায়, জিয়াউল হক মৃধা, রফিকুল হক হাফিজ, অধ্যাপক নুরুল ইসলাম মিলন, ফখরুজ্জামান জাহাঙ্গীর, জাফর ইকবাল সিদ্দিকী, কারী হাবিবুল্লাহ বেলালী, আবুল কাশেম সরকার, শফিকুল ইসলাম শফিক, আমানত হোসেন আমানত, এইচএনএম শফিকুর রহমান, নুরুল ইসলাম নুরু, জাহাঙ্গীর আলম পাঠান, আব্দুল গাফফার বিশ্বাস, খন্দকার মনিরুজ্জামান টিটু, এমএ কুদ্দুস খান, ইয়াহ্ ইয়া চৌধুরী ও শংকর পাল উপস্থিত ছিলেন।

নতুন অর্থবছরের প্রস্তাবিত বাজেটে জাতীয় রাজস্ব বোর্ডের (এনবিআর) মাধ্যমে কর আদায়ের যে লক্ষ্যমাত্রা ধরা হয়েছে, তাতে ব্যবসার ওপর চাপ বাড়বে বলে আশঙ্কা প্রকাশ করেছে ফরেন ইনভেস্টরস চেম্বার্স অব কমার্স অ্যান্ড ইন্ডাস্ট্রি (ফিকি)।

সংগঠনটি বলছে, ২০২৪-২৫ অর্থবছরের প্রস্তাবিত বাজেটে এনবিআরকে ৪ লাখ ৮০ হাজার কোটি টাকা আদায়ের যে লক্ষ্যমাত্রা দেওয়া হয়েছে, তা অর্জন করা কঠিন হবে, কেননা ট্যাক্স, ভ্যাট এবং শুল্ক প্রশাসন স্বয়ংক্রিয় করার জন্য, কর সংগ্রহকে সহজ করার জন্য এবং দক্ষতা বাড়ানোর জন্য প্রস্তাবিত বাজেটে বরাদ্দ বা নির্দেশনার ‘অভাব’ রয়েছে।

ফিকির সভাপতি জাভেদ আখতার বলেন, “ওই সংস্কার ছাড়া ভ্যাট-ক্রেডিট জটিলতা এবং ব্যবসার উপর আর্থিক চাপ অব্যাহত থাকতে পারে।”

অর্থমন্ত্রী আবুল হাসান মাহমুদ আলী গত ৬ জুন জাতীয় সংসদে ৭ লাখ ৯৭ হাজার কোটি টাকার বাজেট উপস্থাপন করেন, যা মোট দেশজ উৎপাদনের (জিডিপি) ১৪.২ শতাংশ। বাজেটে ২০২৪-২৫ অর্থবছরে মূল্যস্ফীতি ৬.৫০ শতাংশের মধ্যে রেখে জিডিপি প্রবৃদ্ধির লক্ষ্যমাত্রা ধরা হয়েছে ৬.৭৫ শতাংশ।

বাজেটে রাজস্ব খাতে আয় ধরা হয়েছে ৫ লাখ ৪১ হাজার কোটি টাকা, যার ৬০ শতাংশের মত এনবিআরের মাধ্যমে আদায়ের পরিকল্পনা করেছেন অর্থমন্ত্রী।

এনবিআরের আয়কর বিভাগ কর আদায়ের একটি রোডম্যাপ তৈরি করেছে। ওই রোডম্যাপ অনুযায়ী, আগামী অর্থবছরে লক্ষ্যমাত্রার বাড়তি রাজস্বের ২২,৬৯০ কোটি টাকা বা ৮৫ শতাংশই ‘ট্যাক্স ডিডাকশন অ্যাট সোর্স’ (টিডিএস) হিসেবে আদায় করতে চায় সরকারি সংস্থাটি।

সোমবার রাজধানীর একটি হোটেলে আয়োজিত বাজেট পরবর্তী সংবাদ সম্মেলনে ফিকির সভাপতি জাভেদ আখতার তাদের পর্যবেক্ষণ তুলে ধরেন।

তিনি বলেন, টিডিএস কমপ্লায়েন্সে পরিবর্তন, যেমন ১০ কোটি টাকার উপরে সত্ত্বাকে উইথহোল্ডিং অথরিটির অধীনে অন্তর্ভুক্ত করার সিদ্ধান্তটি গুরুত্বপূর্ণ বলে মনে করছে ফিকি।

“ডিজিটাল ট্যাক্স ইন্টিগ্রেশনের উদ্যোগের লক্ষ্য ট্যাক্স প্রক্রিয়া সহজ করা এবং স্বচ্ছতা বৃদ্ধি করা। এই সংস্কারগুলো, যেমন এনবিআরের তিনটি শাখাকে একীভূত করা (আয়কর, ভ্যাট এবং কাস্টমস), সংগ্রহ বিভাগকে নীতি বিভাগ থেকে আলাদা করা এবং ন্যাশনাল সিঙ্গেল উইন্ডো (এনএসডব্লিউ) প্রকল্প বাস্তবায়ন আইনটি যথাযথভাবে প্রয়োগ করতে সহায়তা করবে।”

এছাড়া, ট্যাক্স এবং ভ্যাট প্রক্রিয়াগুলিকে প্রবাহিত করতে, প্রশাসনিক বোঝা কমাতে, উৎপাদনশীলতা বৃদ্ধি করতে এবং অর্থনৈতিক প্রবৃদ্ধিকে সমর্থন করার জন্য এই সংস্কারগুলি প্রয়োজন বলে মনে করে ফিকি।

জাভেদ আখতার বলেন, গৃহস্থালী আয় সমীক্ষা অনুসারে, জনসংখ্যার ১০ শতাংশ জাতীয় আয়ের ৪০ শতাংশ অবদান রাখে কিন্তু এনবিআরের তথ্য অনুসারে দেশের মাত্র ১০ মিলিয়ন নিবন্ধিত করদাতা রয়েছে। তাই জনগণকে ট্যাক্স নেটের আওতায় আনতে আরো অনেকদূর যেতে হবে। যেহেতু সরকার এ ব্যাপারে কাজ করছে, তাই সামনে ফলাফল পাওয়া যাবে বলে ফিকি আশা করছে।

এ ব্যাপারে সেক্টরভিত্তিক রাজস্ব বিশ্লেষণ এবং করদাতার ভিত্তি বাড়ানোর মত উদ্ভাবনী পদ্ধতি নেওয়ার পরামর্শ দেন জাভেদ আখতার।

তিনি বলেন, সর্বোচ্চ আয়কর হার বাড়িয়ে ৩০ শতাংশ করার প্রস্তাব নিয়মিত করদাতাদের কাছে ‘অন্যায়’ মনে হতে পারে এবং কর ফাঁকি দিতে ‘উৎসাহিত’ করতে পারে।

“ট্যাক্স স্ল্যাবে এই ধরনের পরিবর্তনগুলি অনুগত করদাতাদের নিরুৎসাহিত করবে। কারণ তাদের বেশি উপার্জনের জন্য জরিমানা করা হচ্ছে।”

ফিকি সভাপতি বলেন, অর্থনৈতিক চ্যালেঞ্জ মোকাবেলার লক্ষ্য নিয়েই ২০২৪-২৫ অর্থবছরের বাজেট প্রণয়ন হয়েছে বলে তারা মনে করেন।

মূল্যস্ফীতি ও জিডিপি প্রবৃদ্ধির যে লক্ষ্যমাত্রা বাজেটে ধরা হয়েছে, তা ‘উচ্চাভিলাষী’ হলেও কার্যকর পরিকল্পনার মাধ্যমে তা অর্জন করা সম্ভব বলে মনে করছে ফিকি।

জাভেদ আখতার বলেন, “চেম্বার প্রস্তাবিত বাজেটে অর্থবিলে উপস্থাপিত কয়েকটি প্রস্তাবকে স্বাগত জানিয়েছে। তবে তারা টেলিকম, কার্বনেটেড বেভারেজ, ওয়াটার পিউরিফায়ারের উপর আরোপিত অতিরিক্ত শুল্ক এবং ট্যাক্স নিয়ে উদ্বেগ প্রকাশ করেছে।”

সংবাদ সম্মেলনে ফিকি সরকারকে আর্থিক খাতের সংস্কারের ওপর নজর দেওয়ার তাগিদ দিয়ে বলেছে, একটি শক্তিশালী এবং স্থিতিস্থাপক আর্থিক ব্যবস্থা গড়ে তোলার জন্যই আর্থিক খাতের সংস্কার গুরুত্বপূর্ণ।

শিল্পের কাঁচামালের ক্ষেত্রে উৎসে কর কর্তন সহজ করার জন্য ফিকির প্রস্তাব বাজেটে গ্রহণ করায় কৃতজ্ঞতা প্রকাশ করেন জাভেদ আখতার।

তিনি বলেন, “এগুলোর পাশাপাশি মাসিক উইথহোল্ডিং ট্যাক্স রিটার্ন জমা দেওয়ার জন্য সময় বাড়ানোর বিষয়টি অর্থবিল ২০২৪-এর মাধ্যমে গৃহীত হয়েছে বলে সাধুবাদ জানাচ্ছি আমরা।”

কর ব্যবস্থাকে সরল করার জন্য প্রস্তাবিত কর সংস্কারের প্রশংসা করেছে ফিকি। কিন্তু উচ্চ কার্যকরী করের হার শিল্পের জন্য একটি উদ্বেগের বিষয় বলে সংগঠনটি মনে করছে।

অন্যদের মধ্যে ফিকির নির্বাহী পরিচালক নুরুল কবির, উপদেষ্টা রূপালী হক চৌধুরী, শেহজাদ মুনীম, ট্যাক্স কো-অর্ডিনেটর স্নেহাশিস বড়ুয়া, পরিচালক রুবাবা দৌলা সংবাদ সম্মেলনে উপস্থিত ছিলেন।

বাজেট ব্যয়ে ‘নিয়ন্ত্রণ ও ঝুঁকি’ মোকাবেলায় অর্থ বিভাগসহ সব মন্ত্রণালয় ও বিভাগে স্থায়ী ব্যবস্থা গড়ে তোলার তাগিদ দিয়েছেন অর্থ প্রতিমন্ত্রী ওয়াসিকা আয়শা খান।

তিনি বলেছেন, এর জন্য শক্তিশালী অভ্যন্তরীণ নিরীক্ষা ব্যবস্থা গড়ে তোলা প্রয়োজন।

বাজেট প্রণয়নের পাশাপাশি এর বাস্তবায়ন ও পরিবীক্ষণে স্থায়ী ব্যবস্থা থাকলে সেটি সারা বছর মন্ত্রণালয়ের ‘আয় ও ব্যয় ট্রাকিং’ করতে পারবে বলে মনে করছেন তিনি।

শনিবার জাতীয় সংসদে ২০২৪-২৫ অর্থবছরের প্রস্তাবিত বাজেট আলোচনায় অংশ নিয়ে বক্তব্য দিচ্ছিলেন ওয়াসিকা আয়শা।

তিনি বলেন, শক্তিশালী অভ্যন্তরীণ নিরীক্ষা ব্যবস্থা গড়ে তুললে বাজেট ব্যয়ে নিজস্ব নিয়ন্ত্রণ ব্যবস্থা এবং ঝুঁকি চিহ্নিত করা ও ঝুঁকি মোকাবেলার সক্ষমতা তৈরি হবে।

সর্বজনীন পেনশন ব্যবস্থাকে দেশের ইতিহাসে একটি ‘যুগান্তকারী ও জনকল্যাণমুখী’ পদক্ষেপ হিসেবে বর্ণনা করে অর্থ প্রতিমন্ত্রী বলেন, সব নাগরিকের অবসরকালীন আর্থিক মুক্তির সনদ হিসেবে বিবেচিত হবে এটি।
